It is obvious that these women are wealthy and educated but they are desperate for attention and are trying to appear even smarter than they actually are. Also, the mermaids at the end of the poem are an illustration of Prufrock drowning in his reality. It is yet another illustration of how he is stuck in the middle second guessing himself and making no decisions for himself. One clarification I want to make is the yellow fog and smoke he writes about. Eliot is making a statement about his society and the pollution that invades the environment in an unhealthy, invading way.
